Former Director General of Higher Education, Prof. Dato’ Seri Dr. Mohamed Mustafa Ishak has been appointed as the Vice Chancellor of City University Malaysia effective January 18, 2021. He obtained his Ph.D. in Political Sociology from the University of Leeds and his MA in Politics from the University of York, England.
Prof. Dato’ Seri Dr. Mohamed Mustafa Ishak ended his service in the government sector as the Director General of Higher Education on January 11, 2021. He also previously served as the Chairman of the Malaysian Examination Board (MPM) and was the Vice Chancellor of Universiti Utara Malaysia (UUM) from 2010 till 2018.
Prof. Dato’ Seri Dr. Mohamed Mustafa Ishak played a key role in advancing UUM to become a 5-star university based on the SETARA and MYRA ratings. Additionally, he also successfully transformed UUM to be placed among the 6 best Malaysian public universities in the QS Asia and World Ranking.

With 35 years of experience in public universities and having held various management positions, Prof. Dato’ Seri Dr. Mohamed Mustafa Ishak has vast experience in managing issues pertaining to higher education institutions as well as local and international higher education ecosystems.
His appointment as the Vice Chancellor of City University is expected to propel the private higher education institution to become among the best in Malaysia.
