YBhg. Tan Sri Wan Ahmad Dahlan bin Haji Abdul Aziz, Director-General of Public Service, delivered a talk session on the H.E.M.A.T book

City University Malaysia recently marked a pivotal achievement in academic–public sector collaboration with the official launch of H.E.M.A.T.: Aspirasi Menuju Reformasi, a landmark publication developed in partnership with the Public Service Department (Jabatan Perkhidmatan Awam, JPA) and the National Institute of Public Administration (INTAN). The launch was held on 17 April 2025 at the PICCA Convention Centre @ Butterworth Arena as part of Program Bitara INTAN, an initiative focused on strengthening governance and enriching policy discourse within Malaysia’s public administration

Organized under the auspices of Program Bitara INTAN, the event aimed to foster effective governance and spark meaningful dialogue in shaping Malaysia’s evolving public service landscape. H.E.M.A.T. was positioned as a critical reference publication to support ongoing reforms and innovation within the public sector.

City University Malaysia was proudly represented by its Vice-Chancellor, Professor Dr. Rosnizah Shaari, whose presence underscored the university’s growing leadership role in national development and academic–policy engagement.

A key milestone in this collaboration was the involvement of CityU Press, the university’s academic publishing arm, which was entrusted with the translation, design, and printing of the H.E.M.A.T. publication in both English and Bahasa Malaysia. The English version was translated by the Centre for Language Studies, reflecting the university’s capacity in delivering high-quality linguistic services for national-level initiatives. CityU Press is also set to publish two more titles in partnership with INTAN: Buku Setahun KPPA and Buku Kompilasi Teks Ucapan KPPA—solidifying its emerging reputation within Malaysia’s academic publishing ecosystem.

The launch ceremony was graced by distinguished guests, including YBhg. Tan Sri Wan Ahmad Dahlan bin Haji Abdul Aziz, Director-General of Public Service, and YB Dato’ Zulkifli bin Long, State Secretary of Penang, along with senior representatives from INTAN, government agencies, and academic institutions. The event featured cultural performances, an opening prayer, speeches, and an inspirational talk by Tan Sri Wan Ahmad Dahlan, who shared insights on leadership and the future of governance.

A highlight of the event was the official launch montage and gimmick, professionally executed by experts from City University’s Marketing and Communications Department (MarComm) and the Faculty of Creative Industry, showcasing the university’s multidisciplinary capabilities and creative innovation.

Following the ceremony, guests took part in a group photo session and visited exhibition booths featuring displays from various public service agencies. The event concluded with a networking luncheon, celebrating the shared success of this academic–government collaboration.
